The 28-member General Council, which is elected for four years by universal adult suffrage, comprises 14 members elected by constituencies and 14 members elected on a national list. The General Council chooses an Executive Council (government). </span><span class="style42">GEOGRAPHY</span><span class="style13">In the eastern Pyrenees, Andorra is surrounded by mountains up to 3000 m (9840 ft) high. </span><span class="style42">Climate: </span><span class="style13">Andorra is mild in spring and summer, but cold for six months, with snow in the winter.</span><span class="style42">ECONOMY</span><span class="style13">Tourism has been encouraged by the development of ski resorts and by the duty-free status of consumer goods. </span><span class="style42">Currency: </span><span class="style13">French and Spanish currency.</span><span class="style42">HISTORY</span><span class="style13">Andorra’s joint allegiance to Spanish and French ‘co-princes’ dates directly from an agreement made in 1278 between the Spanish bishop of Urgel and the count of Foix, an ancestor of the Bourbon kings of France. The reforms of 1993 included a new constitution, the legalization of trade unions and political parties, a separate judiciary, independent diplomatic representation and UN membership. Andorra is included within the EU/EC by special agreement.</span></text>
